A Belgian Priest, Rev. Joseph Van Runckelen ? a member of the Congregation of the Immaculate Heart of Mary (CICM) Missionaries, who became Parish Priest of St. Andrew Parish of Para?aque (SAPP) in October 1915, founded St Andrew?s School (SAS) on June 27, 1917. The funds came from the people of Belgium who donated and helped in putting up the Elementary School that was first housed in the modest building located at the present site of St. Paul College of Para?aque. It was in 1938 when it transferred to the Para?aque Convent building that is still the present site. In 1932, Fr. Joseph founded the High School Department.
