Bulacan State University began as an intermediate school in 1904 by virtue of ACT 74 of the Philippine Commission in 1901 which created the Department of Public Education whose mandated was establish schools in every pueblo in the country and reorganize those already existing. In 1909 the intermediate school became the Bulacan Trade School with an American principal and five teacher, four of whom were Americans, the so-called Thomasites.
