el gobierno central debe hacer frente al problema de drenaje pluvial en el gran santo domingo, consideraron autoridades de los principales ayuntamientos de la zona, quienes coincidieron en que la falta de voluntad política es el principal obstáculo hacia una ciudad sin aguas estancadas ni contaminadas.
aunque el gobierno desarrolle acciones para solucionar el problema de drenaje pluvial en la ciudad, los cabildos competentes no están al tanto de los avances a desarrollar.
los ayuntamientos del distrito nacional, santo domingo este y oeste aseguran que el drenaje pluvial necesita una inversión millonaria que no ha sido asumida.
de acuerdo con francis peña, alcalde del municipio santo domingo oeste, ese ayuntamiento invierte en drenaje pluvial alrededor de un 10% del 40% de inversión que corresponde. el presupuesto mensual de este cabildo es de unos 36 millones de pesos mensuales.
en santo domingo este se gasta de un 10 a un 15% del monto del presupuesto participativo.
a diferencia de esos municipios, la población del distrito solicita más soluciones relacionadas con el drenaje. de acuerdo a josé abel noboa, director de infraestructura urbana, en drenaje pluvial se invierten un 70% de un aproximado de 200 millones de pesos anuales que le corresponden al presupuesto participativo y entre 50 y 60 millones del presupuesto general del cabildo, el cual asciende a unos tres mil millones anuales.
la oficina para el reordenamiento del transporte ha realizado obras de apoyo al sistema de drenaje pluvial. leonel carrasco informó que el año pasado firmaron un acuerdo con la corporación de acueductos y alcantarillados de santo domingo y el ayuntamiento del distrito nacional para la construcción de tres galerías de drenaje de agua pluviales y agua servidas, y el asesoramiento y ayuda a estas instituciones.
